If you use moisturizer, and then stop, will your skin be unable to moisturize itself? Any recommendations?

I read a review about Clinique Dramatically Different Moisturizing Lotion because a friend of mine uses it and I was thinking of using it. It had 2 out of 5 stars and was deemed ‘garbage’, and someone also said that after using it for 6 months and stopping their skin couldn’t moisturize itself and got very oily to compensate. Does this always happen?
